Investigating reports of animal cruelty and neglect in Minnesota & Wisconsin

Companion Animal Control responds to complaints and conducts investigations related to animal welfare. While working closely with local law enforcement, we enforce animal related ordinances & statutes. When appropriate, we focus on educating owners regarding the welfare of animals. Most cases of animal neglect involve lack of food, water, shelter, and general animal care. However, more complex or larger scale cases can result in animal seizure, in-depth investigations and prosecution of offenders.

Signs of animal cruelty or neglect:

  • Basic care needs not provided—such as lack of food, water, shelter, and vet care for both domestic animals and livestock as required by state law or local ordinance

  • Potential injury from tangled, weighted or short leashes, ropes, or chains

  • Lack of grooming, such as overgrown nails or matted fur

  • Indications of chronic neglect such as malnourished or dehydrated appearance with bones visible

  • Animals living in or left in vehicles

  • Being kept in unsanitary conditions or extreme temperatures

  • Bruises and scarring on skin or visible signs of poor health

  • Denial of necessary medical attention to animals who are sick or injured

  • Excessive number of animals indicating animal hoarding

  • Animal fighting, such as dog or rooster/cock fighting

  • Physical abuse, abandonment, poisoning or torture of any domestic animal

  • Animals forced to live in conditions that would or could adversely affect the animal’s health or welfare
